Abstract	Neste estudo, o principal escopo e demonstrar como o Juizado Especial Federal Civel Itinerante de Santana do Ipanema em Alagoas, realizado no periodo de maio a julho de 2005 , contribuiu para o processo de construcao da cidadania, atraves de novas praticas gerenciais e administrativas. Esse Juizado rompeu com a concepcao de uma justica morosa, cara e distante povo, tendo em vista que ele representou uma nova arena com estrategias para assegurar direitos e pacificar os litigios de seres humanos que estavam a margem do Sistema de Justica. Fruto da Reforma Administrativa do Estado Brasileiro, a efetivacao do Juizado Especial Federal Itinerante - tambem denominado de Juizado Movel -, no âmbito da Justica Federal, esta prevista no art. 10 da Lei n. 10.259, de 10 de julho de 2001, a fim de eliminar a distância entre os estratos sociais desfavorecidos e o Poder Judiciario para facilitar o acesso a Justica. Este artigo compreende quatro eixos: cidadania, acesso a Justica, accountability horizontal e reforma do Estado Brasileiro. Ele faz correlacao entre o IDH – Indice de Desenvolvimento Humano, PIB per capita, numeros da Previdencia Social e o IDSE – Indicador de Desenvolvimento Socioeconomico na Regiao Nordeste e em Alagoas. Abstract The primary and principal scope in this study is to demonstrate how the Special Itinerating Federal Civil Juridical Body of Santana do Ipanema City in the State of Alagoas, which took place in the period between May and July of 2005 contributed towards the building process of citizenship through new managerial and administrative practices. This juridical body has severed the very conception of a rather morose and slow justice, expensive and distant from the people, considering the fact the people represented a new arena full of strategies to ensure their rights and solve the legal actions of human beings whom lived at the margin of the Justice System. A result from the Administrative Reform of the Brazilian State, the coming into force of the Itinerating Federal Special Juridical Body – also known as the Mobile Juridical Body -, is foreseen in the Article 10 of the Law No. 10.259 dated 10th of July 2001 with the objective and aim to eliminate the distance between the socially unfavoured populations and the Juridical Power to facilitate access to justice. This study comprises four axles: citizenship, access to Justice, horizontal accountability and reform of the Brazilian State. The study correlates between the HDI -Human Development Index, GDP per capita , numbers from the Social Security and the SEDI - Social Economic Development Indicator in the North East Region and in the State of Alagoas.
