Abstract	This paper systematizes the experience and proposed quality improvement for the LL.M. Military University developed the following aspects: first, a presentation of the assumptions of the research problem statement and the objectives set by the project, followed a conceptual reference regarding public policy analysis and its application to improve the quality of education systems. Subsequently, a reflection on the current problems related legislative pronouncement that requires constant changes and updates to the formation of magister, which are facing a rigid curriculum that changing needs an expensive process, both in areas of decision as its budget execution. And finally, the presentation of the advantages they can offer modules update for the student to address the changes and senses of legislation.
