| Abstract | The age of 'reorganisation', which is the central theme of this chapter, was an age in which challenges to the dominance of the Rikken Seiyūkai gradually came to achieve results. The chapter investigates the process leading to the formation of the Rikken Seiyūkai in 1900, concentrating on Hoshi Tōru, the former popular rights activist, who had been the principal leader of the Jiyūtō. A regime of intimate linkage between a conservative party and the government bureaucracy, which came to control Japanese politics for many years both before and after the Second World War, developed after the conclusion of the Sino-Japanese war in 1894-5. The Meiji Emperor and his advisers showed great anxiety concerning Mutsu Munemitsu's policy of recklessly aiming for war with China, but Mutsu brushed the Emperor's concerns aside.
