Evaluation of research sponsored by federal granting councils in Canada: the social contract

| Description | Journal: Research Evaluation Issues surrounding the evaluation of research carried out in Canadian universities, sponsored by Canadian federal university research funding agencies usually referred to as 'the granting councils', are examined. Evaluation practices within the three councils and, by comparison, those of the National Research Council of Canada are reviewed. Not surprisingly, peer review is the major form of project evaluation and of researcher performance evaluation used by the councils, even though it is usually undertaken as part of the grant awards process rather than after the project is completed. Subsequent projects are often funded on the basis of an evaluation of the success of the principal investigator in carrying out the previous project. This person-oriented approach is quite different from the more formal processes used by the National Research Council. |
