| Description | Although there had been talk for years about a multilateral structure for tariffs and trade negotiations, the world was not ready for what was beginning to happen in telecommunications. Yet, bilateral agreements were an issue in all manners o f international trade. On the heels o f World War II, a movement began to generalize trade agreements and contracts among nations and, thus, spur trade.
