| Description | The phenomenon of Taiwan's rapid development has been analyzed from several perspectives, but few, if any, of the existing studies have focused primarily on the technological dimensions of the island's industrial progress and the concomitant role of the state in orchestrating the technological upgrading of the economy. While Taiwan has been cited historically in the development literature as an example of the continued viability of capitalism as a development model, for its success in harnessing foreign investment and for its low-cost, labor-intensive production system, few studies have paid adequate attention to those public policies adopted by the government to facilitate the recent transformation of the island's industrial $base.^{1}$ Yet, if one is to fully understand why Taiwan's economy has been able to make such a splash in the international marketplace and to maintain appreciable rates of growth even in the midst of relative recession and increased competition in the global economy, the issue of state-driven technological progress and potential cannot be ignored.
