| Description | Failure to incorporate communities into postdisaster recovery miscarries in several ways . Plans will be less likely to reflect the local context, and homes can be rebuilt that do not consider the local climate, hazards, or needs including accessibility and family requirements . In India, efforts to rebuild after the tsunami failed to ask local residents about the best materials or how to situate the buildings . As a consequence, the homes became sweltering, unpleasant environments where people hated to live . Recovery also failed to incorporate gender issues into the rebuilding decisions-and in a location where women play an important role in construction . The area also included diverse religious and cultural communities, which require additional considerations when building a home . Lack of consideration of people's needs, values, identities, and family functions resulted in failure (Barenstein 2006) .
