These communities are required to have the same level wastewater treatment as larger communities. They are quite often limited in their tax base and thus in ability to pay the necessary service fees to sustain them adequately. EPA's construction grants program has assisted many medium to large communities in constructing wastewater treatment plants; however, many smaller communities have not participated in these programs. As the grants program has changed to one of state-managed revolving loans, the need to select low-cost, effective systems has become even more important.
