| Abstract | International uncertainties suggest that the continued growth of China's international influence, or its decline, is likely to have a decisive impact on the security of many countries and on the stability of the international system. This chapter discusses issue of whether, or to what extent, predictive theory may assist experts to forecast the likely trend of China's international relations. It considers counter-arguments including from China's own experts that the threat posed by China has been exaggerated, that it emphasises peaceful development, and that it believes a cooperative international strategy is essential. In the early post-Mao period, concerns among Western experts about China's future international influence were relatively subdued. A number of Western experts based their concerns about a future China threat on its growing military capability.
