| Description | This chapter focuses on promoting economic prosperity and economic development and addresses many aspects of traditional "industrial policy." It looks at the process of technological change and innovation and explores what types of changes are necessary to transform systems toward sustainable development. An incremental, moderate, or radical sustaining innovation is a technological change along the same lines that technology has been developing historically. An incremental or radical disrupting innovation can take two forms: one that combines two or more prior developments in a new way, creating an "architectural" innovation; or one that stems from a new idea and is an "intrinsic" innovation. As a result of sustaining and disrupting innovations, existing technologies are likely to be improved or supplanted over time, provided that new competitors are able to enter existing markets or develop new ones without being held back by entry barriers.
