| Description | The activity of controlling a city or a territory is very important because their evolution is not only determined by heavy trends, but also in a context of cooperation and conflicts between several actors. In this perspective, an urban information system, or more exactly an information system for urban planning (ISUP) must be the ideal tool allowing some kind of decision or negotiation support between several actors. Thanks to systems analysis and the theory of the general system,1 a very relevant approach will be offered giving a framework for analysing the city and providing tools for solving existing urban problems by means of action plans. The main difficulty is not only to implement urban plans in order to solve those problems, but also to monitor very carefully the evolution of city-wide activities and phenomena with the assistance of information systems.
