| Description | The World Health Organization (WHO) estimated that more than 1,800 million people had no access to safe water in 1980, and more than 85% of these people lived in rural areas in developing countries. This revelation has led to an urgent demand to improve rural water supply in developing countries. The United Nations (UN) and WHO made substantial efforts to provide drinking water and sanitation services to the population lacking those services, and designated the 1980s as the International Drinking Water Supply and Sanitation Decade (IDWSSD). During IDWSSD, significant funds were made available for new and improved facilities in developing countries, and more than 1,350 million people have been served with safe water. The service population in rural areas increased by 240 percent. Despite these efforts, the overwhelming population growth has left about 1,200 million people without safe water as of 1990, out of whom nearly 1,000 million lived in rural areas [Christmas and de Rooy, 1991]. Therefore, we must continue the effort of developing water supply in rural areas now and in the future. However, it has become more difficult to supply water to rural areas, because we have constructed water supply systems in the last decade in those regions having easy access to clean water resources, and the other regions have been left behind.
