| Description | Since the passage of the Palermo Protocol in 2000,* 98 counties have adopted laws criminalizing tra†cking and providing a framework to support antitra†cking eorts (United Nations 2009). Critical to these responses is the ability of local law enforcement authorities to enforce laws against tra†cking, necessitating the proper identication of potential victims and the prosecution of oenders. Law enforcement agencies worldwide, however, have generally been slow to respond to this new mission, ošen failing to train o†cers to properly identify indicators of human tra†cking or adequately respond to traumatized and historically marginalized victims. In some cases, there is evidence that the police are in fact facilitating and benetting from tra†cking activities (Hughes and Denisova 2001; Schauer and Wheaton 2006). “is chapter uses data from a national survey of local law enforcement agencies in the United States as a case study to describe the cultural, structural, and organizational challenges facing police agencies in responding to the problem of human tra†cking. A series of recommendations are provided based on the U.S. data and drawing on comparisons between the U.S. experience and challenges facing law enforcement in other countries. While some of obstacles to an eective police response identied here are unique to the United States, there are similarities between the struggles facing agencies in the United States and those identied in other cultural contexts. Together these multiple sources of data inform our understanding of the challenges that face local law enforcement agents tasked with identifying and responding to human tra†cking and inform our attempts to improve how the police respond to human tra†cking.
