| Abstract | This chapter will explore Bogota’s diversity and territorial fragmentation, looking at the connections between migration processes, urban transformations and local policies. During the 1980s, the city experienced an unprecedented urban crisis that affected the whole society. In reaction to this crisis and through innovative political leadership and local policies, in the course of a decade, Bogotá was transformed from what was considered one of the most dangerous cities into an example of urban renaissance. By analysing the policies implemented in this period, it will be shown that “public space” and “urban culture” formed a conceptual framework which has enabled innovative assemblages in the formulation of policies to address socio-cultural and ethnic diversity, inequality and territorial fragmentation. The effectiveness of these policies makes them essential in current debates about the city.This chapter explores Bogota's diversity and urban fragmentation. It focuses on the connections between migration processes, urban transformations and local policy responses to the challenges of diversity and inequality. Bogota's territorial divisions have had diverse causes and manifestations due to its particular history. In addition to social and economic reasons, these divisions also reflect the population's ethnic, racial and regional diversity. Bogota has been the main destination for internal migration, which is characterised by its socio-cultural and ethnic heterogeneity. In Bogota, the urban crisis of the 1980s was a result of economic and socio-cultural transformations that became visible in the increasing inequality and fragmentation of the urban territory. The chapter focuses on the mayoralty of Antanas Mockus and Enrique Penalosa, key political leaders in the urban projects undertaken in Bogota. According to Paul Bromberg, "Cultura ciudadana" was a public policy that aimed to systematically organise the government's tools, with the purpose of producing transformations in collective behaviour within the city. |
