| Description | This chapter focuses on Euro-American policy toward the energy security dilemma of the 1970s and its implications for trans-Atlantic relations. The purpose is to delineate periods of trans-Atlantic cooperation and conflict and explains those factors most responsible. The 1973 oil crisis could not have come at a worse time for the Atlantic alliance. Atlantic competition was particularly fierce as a result of divergent trade and monetary policies. The immediate impact of the crisis was its elucidation of the fundamental differences between US global interests and European regional interests. European behavior during the crisis portended serious complications for Kissinger's diplomacy. Henry Kissinger deliberately sought to delink the oil weapon from the Arab-Israeli context in order to maintain diplomatic maneuverability by insulating the USA from exposure to Arab political pressure. Kissinger's strategy, therefore, aimed at forcing the Europeans to either demonstrate their independence, or alternatively, force their recognition that they needed the USA for sustained alliance leadership.
