| Description | This chapter looks at the foundations of both cosmopolitan and statist arguments. Both sides depend on presumptions of territorial entitlements to make their claims work. Importantly, most cosmopolitan and statist theories cannot, on their own terms, tell us anything about territorial entitlement; these theories can't work without relying on separate theories of territorial rights. However, as illustrated throughout the chapter, theories of territorial rights do not neatly support many existing statist or cosmopolitan positions.
