| Description | It has become hackneyed to refer to the challenges of the new century. Many phenomena will not be distinctly different just because a new century has begun. Administrative leadership, however, is in the midst of a transition, and the time boundaries for this transition and an earlier one roughly correspond to the beginning and end of the twentieth century. In the first period of political-administrative relations during the second half of the nineteenth century, administrators aspired to make a larger contribution based on professionalism. In the second period that covered most of the twentieth century, they occupied a prominent and assured position in the government-centered process of governance. Starting in the late 1970s and now well established are a number of changes that will at least challenge and in some respects threaten the role of public administrators. In the twenty-first century, administrators must become adapters who continuously adjust in the fluid context in which they work in order to fill their leadership responsibilities. It is important to realistically grasp the status of administrators during each of these periods to better understand how their circumstances are changing now.
