| Description | This chapter reviews a number of the main international, regional and national efforts undertaken both before and since 11 September to constrain terrorist exploitation of the international financial system and to assess continuities and discontinuities in method. It analyses some of the essential legislative and regulatory measures which have been adopted since the terrorist attacks and place them in the context of anti-money-laundering efforts before 11 September. The roots of the finance war against global terrorism are to be found not in specific anti-terrorist financing measures but in the anti-money-laundering initiatives adopted globally, regionally and nationally during the 1990s. On 24 September the US government publicly identified twenty-seven such individuals and institutions, closing their bank accounts and freezing their assets. Anti-money-laundering legislation was supplemented and buttressed by steps taken specifically to deal with terrorist financing. Financial Action Task Force on Money Laundering coordinates global anti-money-laundering activities by working together with a variety of regional and international organizations.
