| Description | This chapter reviews the evolving role of developing countries in the international financial area. It deals with the two broad spheres of interaction between developing and industrial countries in international finance: international capital flows and the exchange-rate regime. The chapter outlines the changing patterns of financing the current-account deficits of developing countries and the associated indebtedness of these countries. It assesses some of the implications for developing countries of the adoption of floating exchange rates by industrial countries following the breakdown of the Bretton Woods system. Many developing countries have typically faced a structure of balance of payments that consisted of current-account deficits financed by capital inflows. Developing countries will benefit more from the good economic performance of industrial countries than from tinkering with the international financial system. The extension of foreign assistance by Organization of Petroleum Exporting Countries members since 1973 has emerged as a new development in official capital flows.
