| Description | Al Qaeda has elevated the tools and techniques of the regional revolutionary onto the global level, something only states had previously been able to accomplish successfully. Al Qaeda has transformed an asymmetric, non-state actor into a power that it perceived as capable of challenging the existing international system, dominated by what it calls 'the West' and headed by the United States. Al Qaeda's strategy, like all strategy, consists of three main components: objectives or goals, the tactics or operations brought about to acquire those goals, and the ability to obtain the resources necessary to support its operations and achieve its stated goals. Al Qaeda's global revolutionary nature is inherent in its goal, that of overthrowing the existing world structure, destroying the United States and instituting in its place Al Qaeda's version of the next Islamic caliphate.
