| Description | This chapter examines how existing social networks served as an indispensable instrument of militia building and how Communist recruitment effort was contested by other local elites equally interested in securing the same militia for the purpose of power building. It analyzes how the Sino-Japanese War provided the party with a unique opportunity to organize its power and how it successfully appropriated and manipulated local nationalistic sentiment to create a patriotic image that legitimized its action in the eyes of local residents to build a political base of support. Communist bases in Henan were usually created in areas of strategic significance rather than in places of greatest socioeconomic injustice. The Chinese Communist Party made effective use of its united front tactic to skillfully recruit community residents in local defense as a means of creating a revolutionary arena in the process of Communist power building.
