| Description | City Networks (CNs), intended as voluntary organisations formed by local authorities in order to pursue some kind of perceived collective interest/purpose, have been depicted as new coalitions in the Multilevel Governance (MLG) of migration and diversity in Europe and beyond. Yet, studies that empirically assess such hypothesis are still few and the link between CNs and MLG remains under-theorised. CNs intended as voluntary organisations formed by local authorities in order to pursue some kind of perceived collective interest or purpose, can hardly rely upon authoritative power to carry out their initiatives and implement their decisions. In the European Union (EU) context, CNs started to flourish in the aftermath of the reform of the structural funds and of the adoption of the Maastricht Treaty, with the explicit goal of allowing for direct collaboration between cities/regions in different countries and EU institutions.
