| Description | Pielke (2007) noted that “if 'science' refers to the scientific pursuit of knowledge, and 'policy' refers to a particular type of decisionmaking, then the 'science policy' involves all decision-making related to the systematic pursuit of knowledge.” In this context, Pielke turns his attention to the role of scientists and their four “idealized” choices: (1) sticking strictly to scientific data and remaining aloof from social-emotional values (“pure scientist”), (2) adjudicating issues (“science arbiter”), (3) acting as an “issue advocate”, or (4) being an “honest broker of policy alternatives.” At their face value, these assignations may seem clear-cut, but as Jasanoff (1990) notes, “The notion that scientific advisors can or do limit themselves to addressing purely scientific issues, in particular, seems fundamentally misconceived.” There also are basic differences between the emphases in the expectations in science and in policy (Table 21.1). Regardless of such considerations, the basis of policy-forming and decision-making must rest firmly on extant scientific knowledge. Book Name: The Environment |
