| Description | This chapter describes the approach to providing Primary Health Care (PHC) services in some crises countries of the region. It deals with a summary of the effects of conflict and crisis on the health of the population and the health system's capacity to deliver essential services. The Eastern Mediterranean Region (EMR) is characterized by conflict and political unrest. The chapter discusses how PHC services are organized, how benefits and entitlement are decided, financing models to fund PHC, as well as the human resources involved in providing those services, with particular attention to Physicians and Community Health Workers. Of all the EMR crisis countries, only Palestine has a formal Social Health Insurance scheme, whose membership determines the entitlement of registered users to benefit from public health services. Despite the existence of these crisis-oriented tools, most EMR countries in crisis have developed their own Essential Packages of Health Services, and mostly when the country was already enduring the hardships of conflict situations.
