| Description | The family has often been in the forefront of employment policies, to compensate for the deficiencies of both the welfare state and the market. After all, perhaps the family is a more reliable, more stable vector of solidarity than any institutional arrangement based on the principle of state-led redistribution. This chapter points out some noteworthy features of the domestic service jobs, and then goes on to postulate that what is at stake in their development is not simply of an economic nature. In official reports and publications, “community service” designates activities that involve the joint physical presence of the protagonists in the relationship. Domestic service work clearly consolidates the strong correlation between women's work and part-time work. The transformation of domestic work into paid activities has become one of the conventional objectives of employment policies, despite the contradictions prevailing in French government policy and the many misunderstandings involved in the valuation and implementation of domestic employment.
