| Description | The United States and the Soviet Union have been conducting research on several elements of strategic defense for decades. The Soviet Union appears unwilling to play along with the American tit-for-tat game of strategic defense. In the debate among American experts about active defense in the late 1970s, there was no extensive discussion of the impact of an American strategic defense on European security or the security of the NATO allies. The future developments in strategic and space arms control are basically determined by two processes: what general course Soviet-American relations will take and how strongly the United States will push for strategic defense and what kind of defense it will prefer or find feasible. The most important military argument has been that protection for the West European NATO allies against a Soviet missile attack should be seen as a natural complement to US strategic defense and that it could be accomplished by upgrading the Patriot and Hawk missiles.
