| Description | This chapter provides an introduction to strategic communication, including definitions, basic concepts, planning techniques, and assessment approaches. Strategic communication serves as a risk-mitigation and resource-management tool. Stakeholder identification and analysis are essential steps to developing a strategic communication plan. Once the stakeholders have been identified, the next step is to determine the level of stakeholder engagement. Community engagement's purpose is to engage the public in support of the Department of Homeland Security or subcomponent programs, activities, and issues. Engagement happens with two-way communication. A two-way, participative approach that engages stakeholders is key to successful communication, both internal and external. The media play an important role in the achievement of homeland security strategic objectives: role model of a free press in a democracy, dissemination of information and, increasing avenues for two-way, participative communication. Establishing a strategic communication plan and process can help the Department of Homeland Security and its subcomponent agencies use communication to help reach their strategic goals.
