| Description | This chapter deals with an analysis of only one aspect of social policy—that is, policy regarding the education and training system. It provides a background for a critical study of the process of education and training policy formation and its application in the period 1994–99. The chapter contains a description of the most important overarching policies of government as these are reflected in the Constitution and in documents pertaining to the Growth, Employment and Redistribution strategy. It summarizes and comments on the most important education policy documentation and also deals with the skills development policies and strategies of government. The Bill of Rights specifies a number of social and economic rights, including housing, health care, labour rights, and rights in respect of education.
