| Description | This chapter clarifies the meaning of accountability, elaborates its basic elements, and offers some options for strengthening accountability within the context of democratic governance. Along with transparency and responsiveness, accountability constitutes one of the core components of the definition of good governance. Despite its popularity, accountability is often ill-defined. The essence of accountability is answerability; being accountable means having the obligation to answer questions regarding decisions or actions. Financial accountability concerns tracking and reporting on allocation, disbursement, and utilization of financial resources, using the tools of auditing, budgeting, and accounting. In essence, democratic/political accountability has to do with the institutions and mechanisms that seek to ensure that government delivers on electoral promises. Performance accountability refers to demonstrating and accounting for performance in light of agreed-upon performance targets. Agency for International Development noted that the parliament's Public Accounts Committee was inactive, and funded the Asia Foundation to take the committee members on a study tour of parliaments in the region.
