| Description | The Local Education Authority (LEA) had always maintained an annual register of children with Special Educational Needs (SPN) from all its schools, a copy of which is provided for head teachers, the Special Education Advisory Team and school governors. Most schools, though not all, have had a special needs policy and a named governor in place for some time. The green paper suggested a review of the Code of Practice and as a result, it may well be that schools will be able to respond more flexibly in their approach to this process. The role of the SPN Coordinator in this is a crucial one, made 'manageable' by the cooperation of all staff, the support of colleagues in other schools and the constructive involvement of the LEA. It was crucial to the effectiveness of Individual Education Plans that they were accessible to the children, the class teacher and the parents.
