| Description | Europe has been without war for almost forty years. Few generations in the course of European history have been allotted a similar experience. In the early eighties, that is after twenty years of attempted detente in relations with the Soviet Union, the Western public is becoming more aware than at any time since 1945 of the precarious nature of this peace. The political acceptance of nuclear deterrence in the West—in the Soviet Union this presents no problem—was all the greater, the less the relation of forces was seen to require an actual employment. The restriction of rational Soviet decision making is decisive for the direct effectiveness of the Western deterrence capability. European peace continues to be precarious, but eventual Soviet political success could result only from Western failure to cope with the secular challenges Soviet military power and policies of expansion are posing.
