| Description | This chapter looks at the question of how decentralised government-implemented workfare (work+welfare) programmes for the creation of wage employment for the poor to achieve the objectives of poverty alleviation and livelihood security in India. This question assumes importance because although several policies and programmes have been implemented since Independence to address the problem of poverty and promote livelihood security, the outcomes were poor. The Mahatma Gandhi National Rural Employment Guarantee scheme, started in 2006, was implemented through Panchayati Raj Institutions (PRIs) in line with the 73rdConstitutional Amendment Act, which assigned a greater role to local government in the implementation of programmes meant for poverty alleviation and employment creation. The chapter argues that although decentralised governance has streamlined the implementational problems noticed in the earlier programmes, there is still need to improve the effectiveness of the local government in addressing the new challenges that are emerging in the implementation of wage employment programmes for rural households.
