| Description | Strategic planning activities are designed to help members of an organization match their objectives and capabilities with the anticipated demands of the environment so as to produce a plan of action that will assure that their objectives are achieved. This chapter begins with a basic definition of strategic planning, especially noting differences between strategic planning and the more familiar long-range planning. It then examines circumstances under which strategic planning can be effectively utilized in state and local government. A distinction between the strategic planning and the long-range planning is that strategic planning, especially in the public sector, is a process that must involve many individuals at many levels of the organization. After developing a statement of objectives or mission, the planning group should move to an analysis of the environment within which the organization operates.
