| Description | Despite the extension of citizens' access to local government files, openness in local government has been offset by the process of restructuring the institutions and powers of local government. The attitude of British political elites to open government reflects a dilemma between the desirability of allowing citizens to participate in making policy and the problem that the majority of citizens are not seen to be sufficiently competent in the social sciences, or in ethical and moral values, to understand the complexities of governing. A groundswell of opinion favouring open government resulted in a number of initiatives concerned with ensuring open government and political participation. Relations between central and local government had, under the Butskellist convergence of the Labour and Conservative Parties, developed into a quiet, rather conservative relationship of Whitehall noblesse oblige and suitable deference from the great majority of town halls.
