| Description | In the 23 years since democracy, early childhood development has increasingly become a governmental priority in South Africa. In post-apartheid South Africa human rights and the democratic values of human dignity, equality and freedom are enshrined in the Bill of Rights in the Constitution. These rights provide the broad frame for all policy and the impetus for the social and economic transformation required for true emancipation and nation building; areas in which quality education is seen as a key driver. In relation to the role of the family in education, policy documents are clear that the primary responsibility for the care and upbringing of young children belongs to parents and families. The African Charter on the Rights and Welfare on the rights of the child to which South Africa is a signatory, states that: The education of the child shall be directed to: the preservation and strengthening of positive African morals, traditional values and cultures.
