Before taking action, whistleblowers must assess their tolerance for risk, grounded in the judged likelihood of negative outcomes and the potential impact of their occurrence. When assessing risks with uncertain outcomes, losses loom larger than gains. For whistleblowers, the decision becomes even more complex.
