| Description | Massive exploration and development projects in the Mackenzie Valley area were under way without any resolution of the crucial land claims of the natives or their self-determination issues. The most obvious aspect of the pipeline project was the fact that its primary intent was to move northern gas to southern markets. The project itself actually consisted of two competing proposals. Most of the attention focused on the Arctic Gas proposal, which was described as the largest project ever undertaken by private enterprise. The inquiry without walls concept was unprecedented in that an attempt was made to involve all possible interested parties. Much of the evidence came from the native peoples themselves, although the report states that the observations of anthropologists support the persistence of native values.
