| Description | The tragic chain of events commencing on June 4, 1989, in Beijing and the Chinese government policies instituted thereafter collectively constitute a watershed event in the history of modern Hong Kong. Hong Kong was to have a high degree of autonomy plus numerous guarantees for the maintenance of human rights, common law, capitalism, self-government, an independent judiciary, and independent external relations. The Chinese government used propaganda and liberal local investment, as well as other united-front efforts to try to win the confidence of Hong Kong. The emergence of political parties in Hong Kong also caused debate, in part because the Chinese are known to have discouraged such developments, believing they are divisive. The most startling new word in the lexicon of Hong Kong's political development is "subversion". On May 1, 1989, during the height of the democracy movement, the autonomous Federation of Beijing University Students addressed an "open letter to compatriots in Hong Kong".
