| Description | This chapter examines the social and cultural basis for development and argues that underdevelopment in the less developed countries (LDCs) is a condition of enduring incapacity to adapt and diffuse technology. Furthermore, it is argued that the inherent complexity of the process as well as the domination of the process by multinational corporations (MNCs) creates a technological dependence on the more developed market economies (MDECs). The chapter also examines the implications of a dependent technological structure and its relation to patterns of regional development. It finally examines alternatives to patterns of technological dependence for LDCs. Park finds that many industries offer a high range of choice while Stewart concludes that considerable scope for substitution exists in ancillary activities such as transport, mixing, filling and packing. A country that lacks the kind of technical community found in a well-developed research and development sector lacks a channel to foreign technology.
