Description	Soon after the publication of Functional Requirements for Bibliographic Records: Final Report by the International Federation of Library Associations and Institutions (IFLA) Study Group on the Functional Requirements for Bibliographic Records (FRBR), VTLS began to investigate how best to take advantage of this new construct. Early on, three primary goals were set for any implementation, each intended to encourage adoption and acceptance by the professional and end user communities:1.
