| Description | The influence of the EU in the proliferation of Latin American integration schemes is shallow at best and reactive at worst. As a matter of fact, the Americas were the first region in modern history to seek – consciously – to translate the geographical concept of 'region' into a political reality. And this 'regionalist' drive was intended as an answer to a perceived threat from Europe. Symbols of this search are two founding initiatives: the US President James Monroe's declaration of 1823 and Simon Bolivar's convening of the Amphictyonic Congress of Panama in 1826.
