| Abstract | Public procurement is an activity particularly vulnerable to fraud and corruption. With the governments of countries – developed and developing alike – facing the same problem, it is important to explore crackdown and prevention techniques for reducing such misconduct. To be able to tackle a problem, however, any good practitioner must first study and understand it. This chapter will therefore explore the techniques used to misappropriate funds, and will also look at the various types of fraud that have been uncovered. The aim is to make stakeholders (public procurement practitioners, elected officials, businesses, investigators, magistrates and so forth) aware of the risks of fraud and corruption. |
