| Abstract | L’Espagne est confrontée à une grave crise bancaire, du fait de la fin d’un boum de l’immobilier et du crédit qui a entraîné un endettement élevé du secteur privé et une profonde récession. La dépendance mutuelle des conditions de financement des banques et de l’État a aggravé la situation, mais la création envisagée d’une union bancaire dans la zone de l’euro pourrait atténuer ces interactions. Le désendettement progresse, mais il risque de peser sur la croissance économique pendant plusieurs années. Pour rétablir la confiance dans le secteur bancaire et s’orienter vers une reprise conjoncturelle, il est indispensable de reconnaître rapidement et intégralement les pertes subies par les banques. Pour cela, il faut que les établissements non viables fassent rapidement l’objet d’une procédure de résolution et que ceux qui ont besoin de fonds propres soient recapitalisés. Le gouvernement a pris une décision importante consistant à durcir les règles de provisionnement des engagements immobiliers des banques. Une ligne de crédit de 100 milliards d’euros, accordée par la zone euro, procurera des fonds à bon marché pour capitaliser les banques sous réserve de conditions qui, une fois remplies, aideront à surmonter la crise bancaire. Il convient de prendre des mesures obligeant les détenteurs de montants substantiels de capitaux hybrides et d’emprunts subordonnés émis par les banques à éponger des pertes, surtout quand il s’agit d’investisseurs institutionnels. Une réforme des procédures de faillite permettrait de redéployer des ressources de sociétés insolvables à des fins productives et d’aider plus efficacement les ménages qui n’ont raisonnablement pas la possibilité de rembourser leurs dettes. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
