Abstract	La Russie souffre d’une grave récession, mais le rebond des prix des produits de base et les effets attendus des mesures de relance mises en oeuvre laissent entrevoir une légère reprise dans le courant de 2009 et en 2010. Si les prix du pétrole demeurent proches de leurs récents niveaux, la balance courante restera excédentaire et les sorties nettes de capitaux privés se ralentiront, maintenant stables le taux de change et les réserves de devises. L’inflation devrait reculer cette année et l’an prochain. Le fait d’avoir tardé à mettre en place un programme de relance a aggravé l’impact initial de la crise économique ; le plan de dépenses supplémentaires devrait maintenant être mis en oeuvre rapidement, en particulier pour la protection sociale et les politiques actives du marché du travail. Toutefois, les éventuels surplus de recettes pétrolières par rapport aux hypothèses budgétaires devraient être mis en réserve. Il faudra peut-être aider davantage les banques du fait de la multiplication des prêts improductifs, mais mettre moins l’accent sur le soutien aux entreprises individuelles non financières, et il faudrait éviter tout nouveau recours à des mesures protectionnistes.
