Abstract	This indicator focuses on those students who performed at the lowest levels of proficiency on the OECD Programme for International Student Assessment (PISA) 2003 mathematics literacy scale. It shows the percentages of students performing at these levels on average and across individual countries, and examines the influence of students’ background on the likelihood of them being among the lowest performers in mathematics. It looks at the reading proficiency of the lowest mathematics performers to explore whether their low performance in mathematics reflects overall difficulty in school or only in mathematics.
