Abstract	Dans bien des pays membres de l’OCDE, chômage, problèmes de santé, mauvaises conditions de logement, délinquance et exclusion sociale se concentrent dans les collectivités locales défavorisées. Des milliers de programmes ont été expérimentés dans l’espoir de réduire le chômage et d’élever les niveaux de vie de ces quartiers. Les pouvoirs publics se sont attaqués à différents aspects du problème par des dispositifs divers. Certains facilitent l’implantation d’investissements du secteur privé dans les zones défavorisées. D’autres visent à améliorer les compétences de la main-d’œuvre ou aident à la recherche d’emploi. D’autres programmes encore privilégient la construction immobilière en tant que stratégie de régénération...
