| Abstract | Les relations entre les divers niveaux d’administration font l’objet d’un examen permanent. Chaque niveau d’administration doit pouvoir exercer ses attributions en matière de dépenses et de recettes dans le respect de l’efficience, de l’équité et de la démocratie. Cette dernière décennie, on a pu observer dans un certain nombre de pays une tendance à décentraliser aussi bien les fonctions de dépenses que les fonctions de recettes. Les niveaux intermédiaires d’administration et les collectivités locales se sont vu accorder plus d’autonomie pour leurs recettes. La mise en place de systèmes budgétaires locaux et de relations financières entre les divers niveaux d’administration répond à des objectifs économiques et politiques multiples, souvent contradictoires. Dans la pratique, il s’agit de l’un des processus de réforme les plus complexes dans le domaine des finances publiques, et il figure constamment à l’ordre du jour des pouvoirs publics, aussi bien dans les pays de l’OCDE que dans les économies en transition. Pourtant, on ne dispose d’aucun corpus d’informations internationales comparables qui permettraient d’étayer ce processus. De fait, il n’y a pas de statistiques internationales comparables concernant les recettes des collectivités infranationales et la conception des contrôles budgétaires nationaux, ou bien elles sont insuffisantes. Cette étude présente le cadre d’un projet relatif à la conception budgétaire, qui a été mené avec l’OCDE. Elle rend compte également des résultats et des conclusions comparatives des examens conduits par l’OCDE dans l’optique de la conception budgétaire. Ces examens ont porté sur six pays d’Europe centrale et orientale : trois pays Membres de l’OCDE, la Hongrie, la Pologne et la République tchèque, et les trois Etats baltes, l’Estonie, la Lettonie et la Lituanie. National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
