| Abstract | L’alcool tient une place tout au long de l’histoire de l’humanité – tantôt vanté, tantôt critiqué pour des raisons qui n’ont en grande partie pas évolué au fil du temps. La consommation d’alcool est associée à des effets à la fois positifs et négatifs pour la santé dont les réalités sous-jacentes sont rarement appréhendées de façon pertinente dans une perspective d’action publique. Lorsqu’elles le sont, elles révèlent que les effets positifs d’une consommation modérée méritent toute l’attention des décideurs publics, sans toutefois minimiser la nécessité de combattre la consommation nocive, notamment lorsque les autorités optent pour des politiques ayant une incidence plus forte sur la population générale que sur les plus gros buveurs uniquement. La consommation d’alcool est associée à une amélioration du bien-être social pour certains buveurs, mais également à une détérioration significative de ce bien-être pour d’autres gros buveurs et de nombreux abstinents. Les politiques de l’alcool sont un domaine de santé publique dans lequel l’action de l’État trouve une forte justification au plan économique, surtout en raison des effets nocifs pour les personnes autres que les buveurs, ainsi que des effets de dépendance à l’alcool. Ce chapitre présente une vue d’ensemble de certaines des principales conclusions des analyses de l’OCDE exposées dans le reste de l’ouvrage. Il étudie et cherche à expliquer les déterminants économiques de la consommation d’alcool, ainsi que certaines de ses dimensions culturelles, sociales et psychologiques. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
