Abstract	Gegen Gewinnverkürzung und Gewinnverlagerung (Base Erosion and Profit Shifting – BEPS) vorzugehen, ist Staaten weltweit ein zentrales Anliegen. 2013 verabschiedeten die OECD- und G20-Länder in gleichberechtigter Zusammenarbeit einen 15-Punkte-Aktionsplan zur Bekämpfung von Gewinnverkürzung und Gewinnverlagerung. Mit dem Aktionsplan soll sichergestellt werden, dass Gewinne an dem Ort besteuert werden, an dem die wirtschaftliche Tätigkeit, mit der sie erzielt werden, ausgeübt wird und an dem die Wertschöpfung stattfindet. Die Länder verständigten sich darauf, dass unbedingt gegen Gewinnverkürzung und Gewinnverlagerung vorgegangen werden muss und dies zeitnah geschehen muss – nicht zuletzt, damit das bestehende konsensbasierte Regelwerk für internationale Steuerangelegenheiten nicht auseinanderbricht, was die Unsicherheit für die Unternehmen in einer Zeit erhöhen würde, in der grenzüberschreitende Investitionen notwendiger sind denn je. Der Aktionsplan enthält daher 15 Punkte mit spätestens 2015, zum Teil bereits 2014 vorzulegenden Maßnahmen.
