| Abstract | Le marché du travail français se caractérise depuis les années 80 par un chômage élevé et persistant, et des inégalités marquées entre les groupes sociaux et entre les territoires. Toutefois, d’importantes transformations ont eu lieu au cours des trente dernières années : outre une offre de travail plus féminine et plus qualifiée, on relève une flexibilisation de l’emploi par le biais de formes alternatives d’emplois. Du point de vue des politiques de l’emploi, la France a maintenu une indemnisation du chômage généreuse, tout en développant des politiques actives ciblées (notamment sur les jeunes), et plus récemment des mesures générales de baisse du coût du travail et d’incitation à l’emploi pour les chômeurs et inactifs. Du point de vue institutionnel, les politiques françaises restent marquées par une place dominante de l’État, malgré une décentralisation et une déconcentration accrue, principalement à l’échelon régional (responsable de la formation des chômeurs). Au niveau local, on favorise le développement de l’intercommunalité, notamment dans le domaine du développement économique. Les dernières réformes territoriales de l’année 2014 devraient à l’avenir renforcer encore la place des régions et des intercommunalités (y compris les métropoles) dans la mise en œuvre des politiques publiques, tandis que leurs compétences précises restent à clarifier. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
